Director Finance & Decision Support - Financial Analysis
SUMMARY: The Director, Finance and Decision Support works under the supervision of the Senior Vice President, Finance. Is responsible for capital allocation and related reporting, and other financial planning, analysis and modeling to support decision making throughout the Network. Oversees Treasury and Insurance Program for the Network. Prepares and/or presents financial matters to management, senior leadership and board, as requested.
Capital Allocation
Leads the annual capital budget process and development of associated business plans, in collaboration with operational owners. Tracks and reports capital spend, including contingency capital. Facilitates annual threshold capital meeting with executive management. Develops annual capital carryover budget for the Network. Collaborates with Director of Financial Planning & Hospital Financial Operations in the completion of the Network's annual budget. Has responsibility for overseeing the submission of funding requests and reporting under Proposition 4.
Treasury
Oversees daily cash management, including review and active management of cash balances, including investment transactions, to optimize returns for operating cash pool within parameters provided by the Senior Vice President, Finance and Investment Committee.
Oversees banking relationships, in collaboration with Senior Vice President, Finance and Director of Accounting & Financial Reporting, including annual renewals of line of credit and letters of credit. Coordinates debt financing transactions, as needed.
Supports periodic financial review by banks and annual rating agency reporting and credit reviews, in collaboration with Director of Financial Reporting and Senior Vice President, Finance.
Provides support to Senior Vice President, Finance in preparing materials and executing on Board of Trustees Investment Committee business, participating as a routine staff member of the Committee. Coordinates onboarding, routine communications and transition of investment managers and accounts, as directed by the Investment Committee. Executes investment transactions upon completion of due diligence and legal review.
Cost Accounting & Decision Support
This position oversees the cost accounting and decision support system and related analysis and reporting for the Network, including the Hospital, Specialty Care and Primary Care practices. Ensures integrity of monthly and annual costing process in collaboration with accounting and operations. Oversees service line profitability reporting and other reporting requests in collaboration with Business Development & Strategy team. Oversees quality assurance review of any proformas prepared by Business Development team.
Other Entities
Supports all financial matters associated with various consolidated and non-consolidated entities within the Network, including, but not limited to, Fowler LLC & POA, Compass Health Administrators, VC Holdings, Childnet, Innovation Institute, VCIC (including annual audit support), various Building leases & Herndon Temprance property. Includes review of monthly financial statements provided by external accounting services, completion of annual operating budget, and any financial analysis needs for proposed transactions and/or new ventures.
Insurance Program
Oversees the Network insurance program in collaboration with the broker, Senior Vice President - Finance, legal counsel and other executive stakeholders, including the annual renewal process and any program adjustments throughout the year. Provides support for annual external audit of VCIC, the Network's fully owned captive insurance entity.
Oversees any policies and procedures associated with assigned functions, including board-level policies and resolutions in collaboration with Senior Vice President, Finance. Participates in committees and workgroups to drive organizational initiatives. Prepares and presents financial education to further the financial literacy of the organization. Leads, in collaboration with peers in the broader Finance team, division process improvement, staff development and succession planning. Establishes and maintains relationships with other divisions and consultants, commercial bankers, insurance brokers and investment managers.
REQUIREMENTS: This position requires a Bachelor's degree with a Certified Public Accountant (CPA) preferred. Minimum five (5) years healthcare/public accounting combined experience and minimum three (3) years management experience required. Demonstrated ability to perform complex budget and financial analysis with a high degree of accuracy. Strong communication, organizational, and interpersonal skills required.

POSITION DETAILS: Full time exempt level position
PAY RANGE: $81.54-105.17
